Background

In October 2025, the MSB (Swedish Civil Contingencies Agency) was commissioned by the government to produce a brochure to increase awareness among businesses of how they can strengthen their own preparedness for crises and war. Providing information to the public and businesses is part of the Swedish Civil Defence and Resilience Agencys mission to promote consistent information about accident prevention, crisis preparedness and total defence.

During the period 20 – 23rd January 2026, the brochure will be sent to workplaces with five or more employees by the Myndigheten för civilt försvar. The brochure Preparedness for businesses – “In case of crisis or war” will reach 130,000 workplaces, approximately 85 per cent of all employees in Sweden. The brochure provides businesses with advice on how they can prepare for crisis and war. 

The new brochure is intended to be used in parallel with the brochure “In case of crisis or war”, sent to all private households in Sweden in 2024. The Swedish Civil Defence and Resilience Agency is responsible for the content and the brochure is available in Swedish and English. MSB is the Civil Defence Agency and effective 01 January 2026, The Swedish Civil Contingencies Agency (MSB) changed its name to the Myndigheten för civilt försvar / Civil Defence Agency.

What is the new brochure for?

Businesses play a crucial role during a crisis, by being prepared for crises and war as business owners we can contribute to Sweden’s strength. The brochure provides advice on how to strengthen a company’s preparedness through planning, practising, training and strengthening the resilience of the business. 

In the event of a crisis, or in the worst case, a war, Swedish companies will play a decisive role in ensuring that our society as a whole continues to function. Business owners contribute to the effort by maintaining their operations as far as possible. The brochure and its content are to be shared with everyone concerned with your organisation.

Concrete measures in eight areas

When society is exposed to serious events, it is crucial that businesses continue to function. A functioning business sector, financial stability, and international trade are fundamental to keeping society going.

Experience from both the war in Ukraine and the COVID-19 pandemic shows that one of the most important tasks is to keep businesses running. This allows people to continue going to work and goods and services to be delivered – something that strengthens both society and the will to defend it. 

The brochure Preparedness for businesses – In case of crisis or war contains measures in eight areas that businesses can take to strengthen their own and society’s preparedness:

  1. Plan and exercise to manage the consequences of serious crises and war.
  1. Identify what your operations depend on in order to continue functioning and what can strengthen them, for example back-up power, stockpiling and alternative routines.
  1. Analyse staffing requirements: key positions, remote working, redistribution and reinforcements.
  1. Establish a crisis organisation with clear roles and lines of communication.
  1. Systematically address cybersecurity. Review authorisations and logins and make regular back-ups.
  1. Strengthen psychological defence. Provide training in the handling of disinformation.
  1. Train and conduct exercises regularly. Even simple exercises have an impact.
  1. Be prepared to adapt in order to contribute to societal needs. Establish cooperation with government agencies and other actors in advance.
